Regardless of your jurisdiction, the Concealed Carry Improvement Act (CCIA) requires all applicants for a "Carry Concealed" license to complete a standardized training curriculum. Applying in NYC has historically been the most rigorous process in the state. Since the transition to "shall issue" standards, the volume of applications has soared, but the requirements remain strict. Everything is handled through the NYPD’s online portal.
The key to a successful NYC application is meticulous documentation. You must provide character references and undergo a thorough background check and interview.

Nassau County requires a personal touch. While you start by gathering your documents, the process eventually leads to an in-person interview at the Pistol License Section in Mineola. Nassau is very specific about their character reference forms and the residency requirements.

Suffolk County is unique because your licensing authority depends on exactly where you live. Residents in the five western towns (Babylon, Huntington, Islip, Smithtown, and Brookhaven) deal with the Suffolk County Police Department (SCPD). Those in the eastern towns (Riverhead, Southold, Southampton, East Hampton, and Shelter Island) fall under the jurisdiction of the Suffolk County Sheriff's Office.
While the badges may look different, the requirement for "good moral character" and the 18-hour safety course remains the same.


Westchester utilizes a multi-tiered approach. Your initial investigation and fingerprinting are handled by the Westchester County Department of Public Safety, but the final decision is made by a judge. Once approved, the County Clerk issues the actual physical license.
Westchester has a very specific "Restriction Change Worksheet" if you are looking to upgrade an existing "Premises" license to a "Full Carry" license.
