HR 218 NYC: What Retired Officers Need to Know for 2026 Recertification

HR 218 NYC: What Retired Officers Need to Know for 2026 Recertification

But as we move through 2026, navigating the legal maze of carrying a firearm in New York feels more like an uphill battle than ever. Between shifting state laws and the specific hurdles of the hr 218 nyc process, many retired officers feel like they’re being treated more like first-time permit applicants than seasoned professionals.

At C&G Solutions, we get it. We’ve been where you are. We know that for a retired officer, carrying a firearm isn't about looking for trouble, it's about the peace of mind that comes with being prepared. It’s about maintaining the professional competence and tactical confidence you spent a career developing.

Here is everything you need to know about staying current with your HR 218 (LEOSA) recertification this year and why letting your clock run out is a mistake you can’t afford to make.

The Reality of HR 218 in NYC Today

Since the legislative shifts in 2022, the landscape for concealed carry in New York has changed drastically. Most civilians are now navigating the NYC CCW 18-hour class just to get a basic permit.
While those permits are a step in the right direction, they often come with significant restrictions regarding where you can and cannot carry.

For the 18-hour CCW class, we use training pistols and inert training ammunition as permitted by NYS legislature—so there’s no confusion about live rounds being fired at our Mariners Cove classroom location.

For you, the HR 218 (Law Enforcement Officers Safety Act) remains the gold standard. It’s the only thing that preserves your former on-duty carry authority across state lines and within many of the "sensitive locations" that are otherwise off-limits to civilian permit holders. However, that authority is not permanent. It’s a perishable credential that requires an annual check-in.

The 12-Month Clock: No Room for Error

One of the biggest traps retired officers fall into is the "grace period" myth. Let’s be clear: under federal law, there is no grace period for HR 218.

To remain covered by the legal protections of LEOSA, you must have completed a firearms qualification course within the past 12 months. If your last qualification was 366 days ago, you are technically carrying as a civilian, not a retired officer under HR 218. This distinction might seem minor until you find yourself in a situation where you need to present your credentials.

In a city where a Times Square 'Gun Free Zone' sign is a constant reminder of the legal scrutiny gun owners face, staying within your 12-month window is your primary legal shield. At C&G Solutions, we specialize in helping retired LEOs stay on top of this schedule so that "oops, I forgot" never becomes a "costly mistake."

What’s Changed? 2026 Recertification Requirements

If it’s been a while since your last qualification, or if you’re newly retired, you’ll be happy to know that the process has been somewhat streamlined for 2026.

1. One Handgun, Full Coverage

As of this year, the requirement to qualify with every specific firearm you intend to carry has been simplified. You now only need to qualify with one handgun: either a semi-automatic or a revolver. Once you pass with that firearm, you are certified to carry that type of weapon.

2. The Qualification Standard

The course of fire remains a professional standard. You’ll be looking at a fifty-round course of fire with a minimum passing score of 70%. Most of you could do this in your sleep, but we don't treat it like a checkbox. We treat it as an opportunity to shake off the rust and ensure your fundamentals are still sharp.

3. Documentation is Key

When you show up to our classroom location at Mariners Cove, 3615 Oceanside Road, Oceanside, NY, you need to have your "kit" ready. This includes:

  • Your retired police identification card (mandatory).
  • Your valid NYS/NYC pistol license.
  • Your weapon of choice (safely secured).
  • A proper holster and at least two magazines/speed loaders.
  • 50 rounds of fresh ammunition.

Important location note: Mariners Cove is primarily used for lectures and dry-fire training. For HR 218 qualifications and private coaching that require live fire, we schedule you at a separate, appropriate range facility.

Beyond the Paper: The Importance of Situational Awareness

Most people think of recertification as just a day at the range. At C&G Solutions, we believe that’s a missed opportunity. While hitting the bullseye is the goal for the paperwork, the real-world application of your skills happens long before you press the trigger.

Retirement can sometimes lead to a "softening" of the situational awareness you had on the job. You’re no longer scanning every corner for a 10-13 or looking for the "bulge" on every passerby. However, the threats in NYC haven't retired.

Our skilled instructors use the HR 218 qualification time to discuss current trends, police interactions for retirees, and how to maintain that "tactical mind" while enjoying civilian life.
It’s about refreshing the judgment skills that kept you safe for decades. We want you to leave feeling not just "certified," but truly prepared.

Why Choose C&G Solutions for Your HR 218 NYC Qual?

There are plenty of places to punch holes in paper, but there’s a reason retired members of the service (MOS) keep coming back to us.

A Judgment-Free Zone

We know that as you get older, things change. Maybe your eyesight isn't what it used to be, or a lingering injury from a job-related incident makes your draw a little slower. We offer private pistol coaching for those who want a little extra time to get back into the groove before the official qual.
Our environment is supportive and professional: no egos, just good training.

Equipment and Setup

We maintain a professional instructional environment. Whether we’re in the classroom discussing the latest legal updates or on the range, everything is organized for your success. We use the same high-quality training gear and methods used in top-tier law enforcement academies.

The Professional Competence Mindset

We don't just hand out certificates. Our mission is firearms safety and education. We want to ensure that every retired officer carrying in NYC is an asset to public safety. This is why we also encourage our retirees to look into our Citizen First Responder course.
Carrying a gun is one half of the safety coin; knowing how to use a tourniquet or handle a medical emergency is the other half.

Building Confidence for the "New" New York

Let’s be honest: carrying in NYC as a retiree feels different than it did ten years ago. The legal scrutiny is higher, and the public perception is more polarized. This can lead to a sense of hesitation.

Our goal is to replace that hesitation with confidence. When you know your paperwork is 100% compliant, your skills are sharp, and your dedication to safety is backed by current training, you can carry with the same quiet confidence you had when you wore the shield.

The hr 218 nyc process shouldn't be a headache. It should be a moment of professional pride: a way to stay connected to the community of law enforcement while ensuring you have the tools to protect what matters most.

Don't Let Your Protection Expire

If you’re approaching that 12-month mark, or if you’ve already crossed it and need to get back into compliance, don't wait. The "path of least resistance" in NYC often leads to legal trouble you don't need in your retirement.
