Navigating the legal landscape of firearm carry in New York has always been a bit like walking through a maze, but since the implementation of the Concealed Carry Improvement Act (CCIA), that maze has become significantly more complex. As a concealed carry holder, your biggest responsibility isn’t just knowing how to safely handle your firearm; it’s knowing exactly where that firearm is, and isn't, allowed to be.

In short, a sensitive location is a place where carrying a firearm is strictly prohibited by law, even if you have a valid concealed carry license. Under New York Penal Law §265.01-e, entering one of these areas with a firearm is no longer just a violation of a policy; it is a Class E Felony.
Most people think that if they have their permit, they are good to go. But in NYC, the "where" is just as important as the "how." These laws were designed to be broad, and the legal trouble for making a mistake is life-altering. You are facing potential prison time and the permanent loss of your Second Amendment rights for simply walking into the wrong building or taking the wrong train.
Let’s talk about the most famous sensitive location in the world: Times Square. The boundaries are specific and strictly enforced. The "Gun Free Zone" includes the area from Eighth Avenue to Sixth Avenue and from Fortieth Street to Fifty-third Street. It also includes the area between Ninth Avenue and Eighth Avenue from Fortieth to Forty-eighth Street.
If you are a CCW holder, you cannot step foot into this zone while armed. Even if you are just passing through to get to a Broadway show or a dinner reservation, you are in violation. This is why situational awareness starts long before you reach for your holster; it starts when you are planning your route for the day.
While Times Square gets all the headlines, it is far from the only place where your permit is effectively paused. The list of sensitive locations is extensive, and you are expected to know them. Ignorance is not a legal defense.

One of the most common, and costly, mistakes we see involves the distinction between a New York State (NYS) license and a New York City (NYC) license.
It is crucial to understand that a valid NYS pistol license does not authorize you to carry within the five boroughs of New York City. To legally carry in NYC, you must have a separate license issued by the NYPD License Division. This requirement was recently upheld by the Second Circuit Court of Appeals in Frey v. City of New York.
If you live on Long Island and have a permit from Suffolk or Nassau County, you cannot carry that firearm into Queens, Brooklyn, Manhattan, the Bronx, or Staten Island unless you have the specific NYPD validation or carry license.
